Indiana Public Access Counselor Initiates Review Following MIMS Complaint Against City of Muncie for Alleged Public Records Violation

INDIANAPOLIS (The CI) - A typical public records request to the City of Muncie is now on the desk of a state paralegal at West Washington Street in Indianapolis.
The Indiana Public Access Counselor (PAC) has initiated a review following MIMS Project Director Vivian Bostick’s formal complaint against the City of Muncie. The complaint stems over a now-30 days overdue public records request pertaining to the Facebook-announced closure of the Muncie Crisis Center that isn’t in the system.
On July 29, 2026, the Office of the PAC notified the City of Muncie’s Director of Communications Amber Greene via email, CC’ing Bostick. The notice included a letter from Scott Allen, Paralegal to the PAC, in addition to a copy of the complaint and documentation.
According to Allen’s letter, the City Communications Office has until August 26, 2026 to respond to the Office of the PAC. After a response is received, the PAC may issue an advisory opinion.
